The Russian Government did not allow to the Ministry of sport to start construction of stadiums for the Football World Cup 2018 without passing through the mandatory state expertise. The officials of the main sport institute of the country sounded the request to omit the expertise stage and their motivation was that the sooner start of construction allows to eliminate breaking the deadlines of the projects’ commissioning.

It is known that by the start of the World Cup 2018 the stadium shall appear in such cities as Samara, Volgograd, Saransk, Nizhny Novgorod, Ekaterinburg, Rostov-on-Don, Kaliningrad. Probably, the construction will be financed from the state budget and that is around 100 billion Rubles. The Client for these construction is FSUE Sport engineering – the enterprise controlled by the Ministry of sport.

According to the state resolution No. 590 dated 2008, all federal construction projects are bound to obtain approval of the state expertise prior to construction. The Ministry of sport did not manage to avoid this rule for preparation to the Football World Cup 2018.
